各中(zhong)央(yang)企業:
為貫(guan)徹黨中(zhong)(zhong)央(yang)(yang)、國(guo)務(wu)院(yuan)關(guan)(guan)于國(guo)民經(jing)濟(ji)(ji)(ji)提(ti)質增效(xiao)穩增長(chang)的(de)(de)決(jue)策部署,落實(shi)中(zhong)(zhong)央(yang)(yang)經(jing)濟(ji)(ji)(ji)工(gong)作會(hui)議和“兩會(hui)”精(jing)神,國(guo)資委黨委決(jue)定在中(zhong)(zhong)央(yang)(yang)企(qi)業開展(zhan)“降本增效(xiao)、提(ti)質升(sheng)級”主題活(huo)動(dong),充分發揮中(zhong)(zhong)央(yang)(yang)企(qi)業在國(guo)民經(jing)濟(ji)(ji)(ji)發展(zhan)中(zhong)(zhong)的(de)(de)“國(guo)家隊”和“排頭兵”作用。各中(zhong)(zhong)央(yang)(yang)企(qi)業要圍繞主題活(huo)動(dong),深入做好(hao)開源節(jie)(jie)流(liu)、增收節(jie)(jie)支各項工(gong)作,努力(li)完(wan)成全年(nian)生產經(jing)營目標(biao)。現將進一步做好(hao)中(zhong)(zhong)央(yang)(yang)企(qi)業增收節(jie)(jie)支工(gong)作的(de)(de)有關(guan)(guan)事項通知如下:
一、統(tong)一認(ren)識樹信心(xin)(xin)。當前,世界經(jing)(jing)(jing)濟(ji)(ji)處于深(shen)度(du)調整之中(zhong)(zhong)(zhong),復(fu)蘇動力(li)不(bu)(bu)足,我國(guo)經(jing)(jing)(jing)濟(ji)(ji)下(xia)(xia)行(xing)壓(ya)力(li)加大,部分行(xing)業(ye)(ye)面(mian)臨(lin)市(shi)場需求不(bu)(bu)足、產能(neng)嚴(yan)重過剩、商(shang)品價(jia)格低(di)位(wei)波(bo)動、資(zi)金與債務(wu)等潛在風險顯性化(hua)的(de)(de)困(kun)難和(he)挑戰(zhan)。一季度(du)中(zhong)(zhong)(zhong)央(yang)(yang)企業(ye)(ye)收入和(he)利潤同比(bi)雙下(xia)(xia)滑,全年(nian)穩增長(chang)形勢嚴(yan)峻、任務(wu)艱巨(ju)。同時也應看(kan)到中(zhong)(zhong)(zhong)央(yang)(yang)企業(ye)(ye)發展(zhan)面(mian)臨(lin)的(de)(de)新(xin)機遇:新(xin)型(xing)工業(ye)(ye)化(hua)、信息化(hua)、城鎮化(hua)、農(nong)業(ye)(ye)現代化(hua)持續推進,“四(si)大板(ban)塊”和(he)“三個支撐(cheng)帶” 國(guo)家(jia)戰(zhan)略加快(kuai)實施,國(guo)家(jia)穩增長(chang)、調結(jie)構、促轉型(xing)的(de)(de)宏觀經(jing)(jing)(jing)濟(ji)(ji)政策(ce)陸(lu)續推出,中(zhong)(zhong)(zhong)央(yang)(yang)企業(ye)(ye)在不(bu)(bu)少(shao)方面(mian)已(yi)經(jing)(jing)(jing)處于國(guo)際領先(xian)地位(wei),完全有條件搭上(shang)新(xin)一輪工業(ye)(ye)革(ge)命(ming)的(de)(de)快(kuai)車。各中(zhong)(zhong)(zhong)央(yang)(yang)企業(ye)(ye)既要充分估(gu)計(ji)形勢和(he)面(mian)臨(lin)的(de)(de)困(kun)難,又要對經(jing)(jing)(jing)濟(ji)(ji)發展(zhan)長(chang)期(qi)向好的(de)(de)基本面(mian)充滿信心(xin)(xin),在國(guo)民(min)經(jing)(jing)(jing)濟(ji)(ji)轉型(xing)發展(zhan)的(de)(de)關鍵時期(qi),要把思想認(ren)識統(tong)一到黨中(zhong)(zhong)(zhong)央(yang)(yang)、國(guo)務(wu)院(yuan)的(de)(de)決策(ce)部署上(shang)來(lai),以提(ti)質增效(xiao)為中(zhong)(zhong)(zhong)心(xin)(xin),以改革(ge)創(chuang)新(xin)為動力(li),堅定信心(xin)(xin)、勇(yong)于擔(dan)當、頂住壓(ya)力(li)、迎難而上(shang)、立(li)足自身、不(bu)(bu)等不(bu)(bu)靠、開拓市(shi)場、降本增效(xiao)、提(ti)質升(sheng)級上(shang)狠下(xia)(xia)功(gong)夫,力(li)爭實現中(zhong)(zhong)(zhong)央(yang)(yang)企業(ye)(ye)整體(ti)效(xiao)益增長(chang)高于上(shang)年(nian)水平的(de)(de)目標,為國(guo)民(min)經(jing)(jing)(jing)濟(ji)(ji)穩增長(chang)多作貢獻(xian)。
二、開拓(tuo)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)抓機遇。要(yao)統籌(chou)用好國(guo)(guo)內、國(guo)(guo)際兩個市(shi)(shi)場(chang)(chang)(chang)(chang)(chang),加(jia)(jia)(jia)大(da)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)開拓(tuo),科學組織生(sheng)(sheng)產,進一(yi)步增強(qiang)盈利能(neng)力。一(yi)是(shi)要(yao)科學研判市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)形勢,主動(dong)適應市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)和(he)(he)(he)客(ke)戶需求(qiu)變化,合理制定經營(ying)策(ce)略,搶抓市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)機遇。二是(shi)要(yao)做精市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)營(ying)銷(xiao),優(you)化營(ying)銷(xiao)模(mo)式和(he)(he)(he)銷(xiao)售渠道(dao),鞏固盈利基礎(chu);加(jia)(jia)(jia)快商業(ye)模(mo)式創新,增強(qiang)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)開拓(tuo)能(neng)力,搶抓效益穩定的(de)合同訂(ding)單,打造(zao)高回報率、高附(fu)加(jia)(jia)(jia)值、高技(ji)術含(han)量(liang)的(de)新型盈利業(ye)務和(he)(he)(he)特色優(you)勢項目,提(ti)高市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)競(jing)(jing)爭力和(he)(he)(he)影響力。三(san)是(shi)要(yao)樹立(li)“事先(xian)算(suan)贏”和(he)(he)(he)“先(xian)算(suan)后干”理念(nian),圍(wei)繞市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)需求(qiu),精細(xi)組織生(sheng)(sheng)產,不斷提(ti)升(sheng)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)創利能(neng)力,提(ti)高運行質量(liang)。四是(shi)要(yao)積極落實(shi)國(guo)(guo)家“一(yi)帶一(yi)路”、周(zhou)邊國(guo)(guo)家互聯互通(tong)、非(fei)洲(zhou)“三(san)網一(yi)化”等戰略部(bu)署,拓(tuo)展(zhan)(zhan)(zhan)海外(wai)業(ye)務,鞏固勞務商品出(chu)口、境外(wai)工程承包優(you)勢,帶動(dong)中(zhong)國(guo)(guo)裝備、技(ji)術、標準“走出(chu)去”,推動(dong)國(guo)(guo)際化經營(ying)向(xiang)中(zhong)高端(duan)發展(zhan)(zhan)(zhan)。五是(shi)要(yao)加(jia)(jia)(jia)強(qiang)產業(ye)鏈上下游企業(ye)間協同發展(zhan)(zhan)(zhan),加(jia)(jia)(jia)大(da)海外(wai)業(ye)務合作(zuo)力度,倡導有序競(jing)(jing)爭,避免不規范惡性競(jing)(jing)爭,實(shi)現優(you)勢互補、合作(zuo)共贏。
三、精益(yi)(yi)管理(li)控(kong)成(cheng)本(ben)(ben)(ben)。要樹立(li)一(yi)切(qie)成(cheng)本(ben)(ben)(ben)皆可控(kong)的(de)理(li)念,運用(yong)先進(jin)(jin)的(de)成(cheng)本(ben)(ben)(ben)管理(li)模型,分(fen)析成(cheng)本(ben)(ben)(ben)構成(cheng)及動因(yin),全(quan)(quan)(quan)方位開展行業對標(biao)(biao),明(ming)確(que)成(cheng)本(ben)(ben)(ben)壓控(kong)重(zhong)點和經濟技(ji)術(shu)指(zhi)標(biao)(biao)改進(jin)(jin)目(mu)標(biao)(biao),確(que)保營業成(cheng)本(ben)(ben)(ben)增長(chang)低(di)(di)(di)于(yu)營業收入(ru)增長(chang),成(cheng)本(ben)(ben)(ben)費用(yong)利(li)潤率實(shi)(shi)現(xian)穩中有升。一(yi)是(shi)(shi)(shi)從設(she)計源頭入(ru)手(shou),推進(jin)(jin)目(mu)標(biao)(biao)成(cheng)本(ben)(ben)(ben)管理(li),合理(li)降(jiang)低(di)(di)(di)產(chan)品生(sheng)(sheng)(sheng)命周期成(cheng)本(ben)(ben)(ben)。二是(shi)(shi)(shi)嚴(yan)(yan)格(ge)落實(shi)(shi)依(yi)法招標(biao)(biao),規(gui)范采(cai)購管理(li),建立(li)物資(zi)、工(gong)(gong)(gong)程(cheng)和服(fu)務等集(ji)中采(cai)購機制(zhi)(zhi),集(ji)中采(cai)購比重(zhong)要較上(shang)年明(ming)顯(xian)提(ti)升,采(cai)購成(cheng)本(ben)(ben)(ben)實(shi)(shi)現(xian)明(ming)顯(xian)下降(jiang)。三是(shi)(shi)(shi)不斷優化(hua)生(sheng)(sheng)(sheng)產(chan)工(gong)(gong)(gong)序(xu)和作業流程(cheng),鼓勵采(cai)用(yong)新(xin)工(gong)(gong)(gong)藝、新(xin)材料、新(xin)技(ji)術(shu)提(ti)高國產(chan)化(hua)、智能化(hua)裝(zhuang)備水平,提(ti)高生(sheng)(sheng)(sheng)產(chan)效率、降(jiang)低(di)(di)(di)生(sheng)(sheng)(sheng)產(chan)成(cheng)本(ben)(ben)(ben)。四是(shi)(shi)(shi)進(jin)(jin)一(yi)步加強產(chan)品質(zhi)量控(kong)制(zhi)(zhi)和安全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)管理(li),減少廢品和返工(gong)(gong)(gong)損失(shi),降(jiang)低(di)(di)(di)質(zhi)量成(cheng)本(ben)(ben)(ben);提(ti)高安全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)意識,正(zheng)確(que)處理(li)好安全(quan)(quan)(quan)與(yu)生(sheng)(sheng)(sheng)產(chan)的(de)關系,避免發生(sheng)(sheng)(sheng)重(zhong)大安全(quan)(quan)(quan)事故,降(jiang)低(di)(di)(di)安全(quan)(quan)(quan)事故損失(shi)。五是(shi)(shi)(shi)嚴(yan)(yan)格(ge)落實(shi)(shi)工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)和效益(yi)(yi)掛鉤機制(zhi)(zhi),企(qi)業工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)增幅不得超過效益(yi)(yi)增幅,效益(yi)(yi)下降(jiang)的(de)企(qi)業工(gong)(gong)(gong)資(zi)總(zong)(zong)額(e)必須下降(jiang)。六是(shi)(shi)(shi)強化(hua)全(quan)(quan)(quan)員、全(quan)(quan)(quan)要素、全(quan)(quan)(quan)過程(cheng)成(cheng)本(ben)(ben)(ben)管控(kong),建立(li)目(mu)標(biao)(biao)明(ming)確(que)、責任(ren)清晰、考核嚴(yan)(yan)格(ge)、獎懲(cheng)落實(shi)(shi)的(de)成(cheng)本(ben)(ben)(ben)管理(li)責任(ren)制(zhi)(zhi)。
四、壓縮開(kai)支降(jiang)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)。要大(da)力弘揚艱苦奮(fen)斗、勤儉辦(ban)企(qi)業(ye)的(de)優(you)良傳統,從嚴(yan)控(kong)制(zhi)各(ge)項費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)性(xing)開(kai)支,降(jiang)低(di)期間費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)占營業(ye)收(shou)入比重。一是嚴(yan)格費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)支出(chu)(chu)預算管理,優(you)化項目、嚴(yan)控(kong)標準、嚴(yan)格審批,各(ge)類費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)不(bu)(bu)(bu)得“包干”使用(yong)(yong)(yong)(yong),堅持無預算不(bu)(bu)(bu)支出(chu)(chu)。二是開(kai)展費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)支出(chu)(chu)清理與效(xiao)能評價,杜(du)絕一切非必要開(kai)支,對(dui)必須支出(chu)(chu)的(de)要控(kong)制(zhi)支出(chu)(chu)規(gui)(gui)模(mo),嚴(yan)禁鋪張浪費(fei)(fei)(fei)。三是調整(zheng)優(you)化組織結構,壓縮管理層級,強化業(ye)務(wu)協同,整(zheng)合(he)營銷資源,優(you)化營銷模(mo)式,大(da)力壓降(jiang)運(yun)行(xing)費(fei)(fei)(fei)用(yong)(yong)(yong)(yong),向管理要效(xiao)益(yi)。四是嚴(yan)格執(zhi)行(xing)中央(yang)“八(ba)項規(gui)(gui)定”要求,嚴(yan)控(kong)差旅費(fei)(fei)(fei)、會(hui)議費(fei)(fei)(fei)、業(ye)務(wu)招待費(fei)(fei)(fei)用(yong)(yong)(yong)(yong)等支出(chu)(chu),負責(ze)人履職待遇(yu)和業(ye)務(wu)支出(chu)(chu)不(bu)(bu)(bu)得增(zeng)長。五是嚴(yan)格規(gui)(gui)范對(dui)外(wai)捐贈(zeng),除搶(qiang)險救災等突發性(xing)專項支出(chu)(chu)外(wai),效(xiao)益(yi)下滑企(qi)業(ye)捐贈(zeng)規(gui)(gui)模(mo)原則上不(bu)(bu)(bu)超過上年水平;結合(he)國家(jia)減輕企(qi)業(ye)負擔工作部署,堅決抵制(zhi)不(bu)(bu)(bu)合(he)理的(de)收(shou)費(fei)(fei)(fei)、攤派和贊助(zhu)行(xing)為。
五、高(gao)(gao)效融(rong)通用資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)。要(yao)繼(ji)續堅持“現金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)為王”,深入(ru)推進(jin)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)精(jing)益化管(guan)(guan)(guan)理(li),合(he)(he)理(li)控(kong)(kong)制(zhi)債(zhai)務(wu)規(gui)(gui)模,加快(kuai)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)內部(bu)融(rong)通,努力(li)降低(di)(di)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)成(cheng)本(ben)(ben)。一(yi)是(shi)(shi)要(yao)嚴格控(kong)(kong)制(zhi)帶息負(fu)債(zhai)規(gui)(gui)模,優化負(fu)債(zhai)結(jie)構,理(li)性評估財(cai)務(wu)杠(gang)桿(gan)邊界,資(zi)(zi)(zi)產(chan)負(fu)債(zhai)率(lv)高(gao)(gao)的(de)企業(ye)(ye)要(yao)減量控(kong)(kong)制(zhi)帶息負(fu)債(zhai),保持穩健的(de)財(cai)務(wu)結(jie)構。二是(shi)(shi)要(yao)努力(li)降低(di)(di)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)成(cheng)本(ben)(ben),優選融(rong)資(zi)(zi)(zi)對(dui)象和融(rong)資(zi)(zi)(zi)方式,合(he)(he)理(li)搭配長短期、本(ben)(ben)外幣、直間接、債(zhai)股權等(deng)各種融(rong)資(zi)(zi)(zi)手段,探索嘗試資(zi)(zi)(zi)產(chan)證券(quan)化、產(chan)業(ye)(ye)基金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)等(deng)創(chuang)新(xin)融(rong)資(zi)(zi)(zi)工(gong)具(ju),實現多(duo)渠道低(di)(di)成(cheng)本(ben)(ben)融(rong)資(zi)(zi)(zi)。三(san)是(shi)(shi)要(yao)加強資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)集(ji)(ji)中(zhong)(zhong)(zhong)管(guan)(guan)(guan)理(li),充分利(li)(li)用財(cai)務(wu)公司、資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)結(jie)算中(zhong)(zhong)(zhong)心等(deng)平臺,連通境內外資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)池,擴(kuo)大(da)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)集(ji)(ji)中(zhong)(zhong)(zhong)范圍,提高(gao)(gao)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)集(ji)(ji)中(zhong)(zhong)(zhong)度(du),減少資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)沉(chen)淀,加快(kuai)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)融(rong)通。四是(shi)(shi)要(yao)強化現金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)流管(guan)(guan)(guan)理(li),確保資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)及(ji)時足(zu)額到賬(zhang),做到應(ying)收(shou)盡收(shou)、顆(ke)粒(li)歸倉,努力(li)實現收(shou)入(ru)、效益和凈(jing)現金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)流量的(de)同步增長。五是(shi)(shi)要(yao)積極(ji)穩妥利(li)(li)用金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)融(rong)工(gong)具(ju)套(tao)期保值,對(dui)沖匯率(lv)、利(li)(li)率(lv)波(bo)動風險,嚴禁(jin)(jin)投機。六是(shi)(shi)要(yao)確保資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)安全,嚴禁(jin)(jin)開展各種形(xing)式無正(zheng)常(chang)商業(ye)(ye)實質的(de)融(rong)資(zi)(zi)(zi)性業(ye)(ye)務(wu),嚴格大(da)額資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)聯簽和不相容崗(gang)位分離制(zhi)度(du),堵塞資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)管(guan)(guan)(guan)理(li)漏洞(dong),嚴禁(jin)(jin)設立(li)“小(xiao)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)庫”,杜絕(jue)違規(gui)(gui)使用、挪(nuo)用資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)(jin)。

七、盤活存(cun)(cun)量提效(xiao)(xiao)能。要嚴(yan)(yan)格控制、清(qing)(qing)理(li)壓(ya)縮“兩金(jin)”占(zhan)用(yong)規模(mo),加大(da)內(nei)(nei)部資(zi)(zi)(zi)源(yuan)整(zheng)合力度,加快清(qing)(qing)理(li)低(di)(di)效(xiao)(xiao)無(wu)(wu)效(xiao)(xiao)資(zi)(zi)(zi)產,盤活存(cun)(cun)量提升資(zi)(zi)(zi)產效(xiao)(xiao)能。一是從(cong)(cong)源(yuan)頭(tou)上加強“兩金(jin)”管控,嚴(yan)(yan)格信用(yong)管理(li)、嚴(yan)(yan)控新(xin)增欠款(kuan)規模(mo),從(cong)(cong)嚴(yan)(yan)核定存(cun)(cun)貨(huo)實(shi)物量和(he)價值(zhi)量占(zhan)用(yong)標準,嚴(yan)(yan)防超(chao)額放賬(zhang)、超(chao)量庫存(cun)(cun)。二是全面清(qing)(qing)理(li)清(qing)(qing)收現有(you)應收賬(zhang)款(kuan)和(he)存(cun)(cun)貨(huo),集中催繳以前年度欠款(kuan),加快處(chu)置積(ji)壓(ya)存(cun)(cun)貨(huo),確保(bao)應收賬(zhang)款(kuan)周轉率、存(cun)(cun)貨(huo)周轉率優(you)于(yu)上年。三(san)是深(shen)化(hua)(hua)內(nei)(nei)部資(zi)(zi)(zi)源(yuan)重組,用(yong)好近期出臺的(de)兼并重組稅收支持(chi)政策,推動相(xiang)關(guan)子企業(ye)整(zheng)合發展,提高(gao)業(ye)務(wu)(wu)協(xie)同和(he)資(zi)(zi)(zi)源(yuan)使(shi)用(yong)效(xiao)(xiao)率。四是加大(da)資(zi)(zi)(zi)本運作(zuo)力度,推動資(zi)(zi)(zi)產證券化(hua)(hua),用(yong)好市(shi)(shi)值(zhi)管理(li)手段,盤活上市(shi)(shi)公(gong)司資(zi)(zi)(zi)源(yuan),實(shi)現資(zi)(zi)(zi)產價值(zhi)最大(da)化(hua)(hua)。五是強化(hua)(hua)低(di)(di)效(xiao)(xiao)無(wu)(wu)效(xiao)(xiao)資(zi)(zi)(zi)產處(chu)置變現,積(ji)極(ji)處(chu)置長期不(bu)分紅、收益(yi)低(di)(di)、無(wu)(wu)戰略安(an)排的(de)投資(zi)(zi)(zi),堅(jian)決退(tui)出盈利(li)差、管控難、無(wu)(wu)協(xie)同優(you)勢的(de)非主業(ye)經營(ying)業(ye)務(wu)(wu),全面、按時完成國(guo)資(zi)(zi)(zi)委部署的(de)低(di)(di)效(xiao)(xiao)無(wu)(wu)效(xiao)(xiao)資(zi)(zi)(zi)產清(qing)(qing)理(li)處(chu)置任(ren)務(wu)(wu)。
八、多措(cuo)并舉治虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)。要(yao)高度(du)(du)重(zhong)視(shi)虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)工作(zuo)(zuo)(zuo),強化(hua)“減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)即增效(xiao)(xiao)”的(de)觀念,采(cai)(cai)取(qu)有(you)效(xiao)(xiao)措(cuo)施(shi)實(shi)(shi)現虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)面和虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)金(jin)額雙下降。一是(shi)全面梳理(li)虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)子企(qi)業(ye)(ye)(ye),深入分析(xi)虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)原因(yin),有(you)針(zhen)對(dui)(dui)(dui)性地提(ti)出減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)措(cuo)施(shi),制定(ding)總體工作(zuo)(zuo)(zuo)方案。對(dui)(dui)(dui)長(chang)期(qi)虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)、扭虧(kui)(kui)(kui)(kui)(kui)(kui)無(wu)望的(de)企(qi)業(ye)(ye)(ye),要(yao)堅決重(zhong)組或關停(ting);對(dui)(dui)(dui)產品無(wu)競(jing)爭優(you)勢、市場前景不明朗的(de)虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)要(yao)果斷(duan)轉型;對(dui)(dui)(dui)無(wu)戰略(lve)安(an)排、與(yu)主業(ye)(ye)(ye)發(fa)展方向(xiang)不符的(de)虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)要(yao)盡快(kuai)退(tui)出。二是(shi)根據總體工作(zuo)(zuo)(zuo)方案,對(dui)(dui)(dui)所屬企(qi)業(ye)(ye)(ye)一企(qi)一策逐(zhu)戶制定(ding)年度(du)(du)減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)具體工作(zuo)(zuo)(zuo)目標,明確(que)路徑(jing)、措(cuo)施(shi)、方法(fa),綜合(he)采(cai)(cai)取(qu)債務(wu)重(zhong)組、業(ye)(ye)(ye)務(wu)整(zheng)合(he)、冗員(yuan)分流、強化(hua)管理(li)等措(cuo)施(shi),逐(zhu)步實(shi)(shi)現虧(kui)(kui)(kui)(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)改革(ge)脫困。三(san)是(shi)落實(shi)(shi)責任(ren),將減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)目標、措(cuo)施(shi)分解到人,責任(ren)落實(shi)(shi)到人,并作(zuo)(zuo)(zuo)為績效(xiao)(xiao)考核與(yu)獎懲任(ren)免的(de)重(zhong)要(yao)依據,對(dui)(dui)(dui)措(cuo)施(shi)落實(shi)(shi)不力、未(wei)按計(ji)劃(hua)實(shi)(shi)現減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)目標的(de),嚴格考核相關責任(ren)人。四是(shi)做好干部職工的(de)思(si)想工作(zuo)(zuo)(zuo),注重(zhong)協調,凝聚(ju)共識,規范(fan)操(cao)作(zuo)(zuo)(zuo),平穩推進,強化(hua)預研預判(pan),加快(kuai)工作(zuo)(zuo)(zuo)進度(du)(du),確(que)保2015年度(du)(du)中央(yang)企(qi)業(ye)(ye)(ye)所屬子企(qi)業(ye)(ye)(ye)減(jian)(jian)虧(kui)(kui)(kui)(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)(kui)(kui)(kui)工作(zuo)(zuo)(zuo)取(qu)得明顯實(shi)(shi)效(xiao)(xiao)。
